Dear Westminster Public Schools Community,

I want to take this opportunity to share important information about a new state law that will impact all of our children and will no doubt be a topic of discussion between parents, guardians, and children. 

Earlier this year, the Colorado Legislature passed House Bill 25-1135, which requires every public-school district to create and implement its own student cell phone policy by July 1, 2026. The new law directs districts to set clear expectations regarding student cell phone use during the school day, while also identifying any exceptions that may apply.

While state lawmakers are requiring districts to adopt a formal policy, WPS was already considering the best way to approach this issue. Across the nation, many parents and educators have expressed growing concern that students are spending too much time on their cell phones during the school day. There is increasing evidence that excessive cell phone use can negatively impact children’s mental health, attention, and social development

Recent studies and news reports have also found that academic achievement has increased in schools where cell phone policies are in place and enforced. 

At Westminster Public Schools, we are taking a deliberate and collaborative approach to developing our local policy. I have had preliminary discussions with our Board of Education, as well as members of the teacher and support cabinets, as well as our principals and district leadership team. I am meeting next week with our student cabinet to discuss this issue as well.  

I am now reaching out to all parents, guardians and staff members to understand your thinking on the important topic. If you have thoughts, please send them to communications@wps.org. I would be very interested to hear what your children have to say as well. 

Here are the important guidelines from the state that we will be considering. 

  • All public schools, including charter schools, must adopt and publicly post a cell phone policy.
  • Each district has full control to determine the specific rules and procedures that best meet local needs.
  • Policies must outline both restrictions and exceptions—for example, when phones may be used for instructional purposes or emergencies.
  • Accommodations are required for students with disabilities or medical needs, ensuring that no student’s health or safety is compromised.
  • The deadline for policy implementation is July 1, 2026.

It is also important to note that the Colorado Legislature may take additional action on this issue in the coming legislative session. Should that occur, we will review any new legislation and adjust our policy as needed to remain in compliance with state law. WPS will keep you fully informed.
